In 2007, then Australian Prime Minister Howard said of the Murray-Darling Basin’s rivers that action was required to end the ‘The tyranny of incrementalism and the lowest common denominator’ governance to prevent ‘economic and environmental decline’. This paper explores the management of these rivers as an epicentre for three key debates for the future of Australia. Information on biodiversity, analyses of the socio-ecological system, and climate change projections are presented to illustrate the disjunction between trends in environmental health and (...) the institutions established to manage the Basin sustainably. Three key debates are considered: conflict over the allocation of water between irrigated agriculture versus a range of other ecosystem services as the latest manifestation of the debate between adherents of the pioneering myth versus advocates of limits to growth in Australia; cyclical crises as a driver of reactive policy reform and the prospects of the 2008 Water Act forming the basis of proactive, adaptive management of emerging threats and opportunities; and subsidiarity in governance of the environment and natural resources in the Australian federation. Implementation of the 2012 Basin Plan as promised by the Federal Government ‘in full and on time’ is a key sustainability test for Australia. Despite Australian claims of exceptionalism, the Murray-Darling Basin experience mirrors the challenges faced in managing rivers sustainably and across governance scales in federations around the world. The Australian government's response to the Millennium Drought (1997–2010) has been met with praise and contestation. While proponents saw the response as timely and crucial, critics claimed it was characterized by government overreach and mismanagement. Five months of field research in farm communities in the Murray Darling Basin (MDB) identified two dominant discourses: administrative rationalism and a local community-based discourse I have termed community-centrism. Administrative rationalism reflects the value of scientific inquiry in service to the state and is the (...) dominant research-based problem-solving model used by water and natural resource agencies (Dryzek in The politics of the earth: environmental discourses, Oxford University Press, 2013; Colloff and Pittock in Aust J Water Resour, 23(2):88–98, 2019). Community-centrism was identified through discussions with farmers and represents a bottom-up approach to environmental planning and management that seeks to incorporate local knowledge, planning, and direct participation. This investigation reveals how discourses define problems and policy choices. While market-based government interventions were likely necessary to address the crisis in the MDB, community-centred responses could have enhanced the government’s capacity to respond to problems. This paper argues that the long-term sustainability of water management in the Basin will require a reorientation on the part of farmers, academics, and governments to develop a community-centred approach to water policies impacting agriculture. Citizenship education in established democracies is challenged by declining youth participation in democracy. Youth disenchantment and disengagement in democracy is primarily evident in formal political behaviour, especially through voting, declining membership of political parties, assisting at elections, contacting politicians, and the like. If citizenship education is to play a major role in addressing these concerns it will need to review the impact it is making on young people in schools. This paper reviews a major national project on youth participation in (...) democracy in Australia set in the context of a national citizenship education programme. The Youth Electoral Study found that citizenship education in Australian schools has at best been marginally successful and substantially more is required to raise levels of democratic engagement. Utterances of natural language sentences can be used to communicate not just contents, but also forces. This paper examines this topic from a cross-linguistic perspective on sentential mood. Recent work in this area focuses on conversational dynamics: the three sentence types can be associated with distinctive kinds of conversational effects called sentential forces, modeled as three kinds of updates to the discourse context. This paper has two main goals. First, it provides two arguments, on empirical and methodological grounds, for treating (...) sentential force as part of a compositional dynamic semantics, rather than a dynamic pragmatics. Second, it formulates a minimal dynamic semantic analysis that covers the data at the heart of these arguments, incorporating existing analyses of the three major moods, evidentials and conjunction. It is the first commentary to present these texts together in one volume, and the first in English on Republic 2 and 3 and Ion for nearly 100 years.
